No Flow Type = No BWM?

I'm trying to set up bandwidth management between two hosts using firewall access rules. I'm pretty sure I've got the rule set up correctly but traffic isn't being throttled. The traffic statistics counters are showing traffic and the BWM monitor shows traffic as well but not enough to be throttled. When I plug the two hosts into the connection monitor I see a few HTTP flow types and a blank flow type which has the majority of the traffic. I'm guessing the HTTP flows are being throttled but the blank type is not. Is that correct? The traffic I'm trying to throttle is vsphere replication.
